In 1897 Chicago passed an ordinance licensing bicycles. The ordinance was challenged in the court system including a decision by the Illinois Supreme Court. The ordinance was struck down and deemed unlawful. In the interim licenses were issued but upon the final court decision the Chicago city council rescinded the ordinance and all purchasers were refunded their monies.
